There isn’t the slightest justification in the Treaties for his exit bill – he simply hoped that the size of it, coupled to some intransigence, and a limited government majority with no clear electoral mandate and therefore opposition in the Remain dominated Lords, would frighten or force her into agreeing to stay in the EU. His bluff has been called by the election, which will remove the threat from the Lords under the Salisbury convention, and give a clear mandate in a Parliament that will outlast the Juncker Commission. He has no Plan B, because he hasn’t asked Barnier to supply one. That would entail some real negotiation among the 27 on EU budgets and contributions, and on many other issues, including trade, migration, regulation, defence, intelligence, border security, etc. – issues that have been kicked down the road on the assumption they would never have to be addressed.
