Implementing changes will be a mammoth task. The matter of tax is only one aspect of what is needed to be fixed so that poor countries benefit from foreign investment. That investment needs to be real money, ie, equity-type investment, not loans from a series of off-shore entities. There is enough foot-loose capital sloshing around the world and it must be slowed down, so that countries are not impoverished and paralysed by short-term speculation.
