The best way to administer aid programmes is to set up a BANK in recipient countries then an Employment Corporation, then employ people to do stuff. Bank and employment agency all British staff. For locals hired pay local rates only.

In agricultural areas provide paid labour to farmers. That is ALL. Money will circulate by paying the hired labour. The British aid budget could create around 1.5 million jobs using this model.

But aid and development is a business dominated by white liberal kids who have IDEAS.
Forget the ideas. Get the bank in there and the employment agency and that is it.

First project. Clean the streets of minor cities and main towns in poorest countries. And keep them clean.
