Look at the language. They will not invest, they will keep up austerity, and they will ensure that much the same happens. They have committed to doing so for a minimum of several years, and very possibly the parliament.

As I understand it, all he’s actually said is that if Labour comes to power in May 2015, it will abide by the annual spending decisions that will have been set out in that year’s Budget in March and that will have taken effect from April. I don’t think there’s anything unusual in that; that’s just what happens when a new government takes office after that year’s Budget has already been set (unless, exceptionally, they rush through some sort of ’emergency’ budget like the Tories in 2010).
