Good for Ed! But we have not yet seen the detail of how city regions can be democratic, how they can be inclusive of local communities and accountable to the people who live there. There are already significant issues with the democracy of local authorities; accountability of groups of local authorities acting together is another big issue to solve. Voting by proportional representation would be a good step forward.
